Returns metadata about the stored fiscalization certificate for the given connection,
including expiry date and live provider validity. Returns 404 if no certificate has
been uploaded for this connection or if the provider does not require a certificate.
The provider validity check is best-effort: on provider unavailability the stored
status is returned without failing the request.
